Выбор зависит от контекста и подчиняется общим правилам для глаголов действительного залога.
Сравним:
This mansion will be demolished in a month (expectation).
This mansion is going to be demolished: works have been already started (prearranged plan).
It’s intended to demolish this mansion ASAP (verb of intention).
